From Brain Drain to Brain Circulation: COMSTECH Chief’s Blueprint to Retain Talent

Professor Muhammad Iqbal Choudhary, Coordinator General of the OIC’s Standing Committee on Scientific and Technological Cooperation (COMSTECH), delivered the introductory address at the roundtable discussion “From Brain Drain to Brain Circulation.”

Choudhary opened the discussion with a heartfelt dedication to “the homeless and starved children of Gaza being killed every day while searching for food and water.”
In his address, Choudhary framed brain circulation as “a positive and possible solution for the complex and extremely important issue of brain drain which the developing world faces today.” He urged policymakers and academic leaders to actively foster networks that allow skills and knowledge to move bidirectionally.
Highlighting the scale of the challenge, Choudhary noted that “among the 30 highest brain drain index countries 15 are from the OIC member states.” He attributed this to several factors: limited research and development infrastructure and funding, political instability or unsupportive policies, scant career advancement and innovation ecosystems, and armed conflicts that threaten human life and dignity.
Choudhary warned that without urgent action, the Islamic world risks losses: wasted investment in human capital, diminished global innovation capacity, and weakened competitiveness.
His key recommendations include building innovation ecosystems, diaspora networks, and joint grant and mobility programs.
Choudhary stated that Islamic world “must do something out of the box, transforming its brain drain into brain circulation, which must in turn transform into the engine of socioeconomic development.”
